Swar Kala Sangam was established 40 years ago in Jammu - J&K when the Founder - Director Prof. Baldev Singh Bali decided to dedicate his life in the field of Music. Prof. Bali studied the intricacies of music under the guidance of Sangeet MahaMaho Upadhayay Pt. Dilip Chanderji Vedi and Bharat Ratna and Padma Vibhushan Pt. Bhimsen Ji Joshi. he has expertise in Dhrupad, Dhamar, Khayal, Thumri and Tappa. He holds the formal degrees of Sangeet Alankaar from Gandharv Mahavidhyalay Mandal - Pune, Prabhakar from Punjab University and BA from University of Jammu and Kashmir.
 
The aim and objective of the Sangam are to impart Classical Values in the children and adults, Impart knowledge to the ones aiming to take Music and Arts as their profession, organize music conferences, demonstrations, festivals in memory of eminent musicians and also to encourage young artists by giving them all the help to exhibit their talent.
Swar Kala Sangam has been instrumental in organizing a number of conferences in Delhi, Chandigarh and Jammu.
